The numbers on the tabs represent finger positions on the guitar fret board.
The ‘zero’ represents playing an open string. If you read the diagram below you would play this on a guitar by playing an open string on 5th string, then putting your finger just behind the 2nd fret, then you would play the note at the 5th fret, then again on the 3rd fret.

E Minor (Em guitar chord) is played here as an open chord. The ‘zero’ represents playing an open string and the 2 on D and A strings means placing your fingers on second fret. Compare the Em tabs with E Minor chords above. You will see how the chord is incorporated into the tablature format.
